Actually, there is only one Palestinian Authority message, and Israel must learn to speak 'Palestinese' - by Itamar Marcus

For 27 years the names of the terrorists filling up our jails keep changing, but the few puppeteers pulling their strings remain untouched by justice, traveling through Israel with VIP cards. If Israelis and world leaders want to know what the PA is planning, who is behind the terror, and who must be punished, it’s about time they mastered Palestinese.

Itamar Marcus..

We are hearing reports from Israeli officials and media that the PA is telling them it is against armed terror in response to Israel’s expected application of Israeli law in parts of Judea, Samaria and the Jordan Valley. However, Palestinian Media Watch has been reporting that the PA messages to its people are openly promoting a terror campaign. Which of these two contradictory PA messages represents the current PA strategy?

The answer is that there is only one PA message and the problem is that Israeli leaders, the media and the international community have not mastered the Palestinian language – “Palestinese.”

First, the signs and messages that the PA wants Palestinian terror to accompany the Israeli announcement are sent daily and in key places. The controlled official PA TV stations are broadcasting extreme terror promotion since the Israeli coalition agreement on April 20, promising annexation. The videos and language resemble the PA TV terror promotion during the PA terror campaign 2000 to 2005, in which over 1000 Israelis were murdered.

There have been calls for suicide bombings: “Strap on the explosive belt, Detonate the first in Haifa and the second in Atlit (both Israeli cities) ... Strap on the belt, O daughter of my land, and detonate it in front of the enemies. How sweet is the taste of Martyrdom, I have found none like it.” This was broadcast on a PA TV station 4 times in the 2 weeks following the coalition agreement.

Other repeating messages on the PA TV stations make it clear that terror is exactly what the PA wants:

“... This great people fights with daggers, knives and cannon shells... ”

“Where is the Arab blood?... Allah is with us. He is stronger and greater than the Children of Zion… My red blood waters the greenery… We are the victors... My chest is a machine gun’s magazine.”

“By Allah, I will redeem Jerusalem with my children.”

“O Arabs, Al-Aqsa has a request, light the fire of rage, this obligation is necessary... The Zionists have become arrogant… The Sons of Zion are in my land violating my honor today. O people of Allah, respond!… O Al-Aqsa, our blood is your torch... ”

“Al-Aqsa has called, and its call is precious, for its sake, life is insignificant... God, grant us Martyrdom there.” These words were followed by pictures of Wafa Idris – the first female suicide bomber– and Ayyat Al-Akhras – the youngest female suicide bomber – a 17-year-old girl.

One recurring song is particularly significant: “The oppressors have gone too far, therefore Jihad is necessary.” These words were broadcast by the PA immediately as it launched its terror campaign in 2000, and now the PA is broadcasting the exact same song again, at least 7 times in June.

The statements by the PA Foreign Minister are another terror indicator. Twice recently, Al-Malki repeated the libel that Israel plans “to destroy the Al-Aqsa Mosque and build the alleged Temple,” in its place. This lie has proven to be the most potent libel that the PA has used to incite lethal Palestinian terror waves. There is no reason for a PA leader to twice express that lie again right now – unless the PA is interested in creating the kind of fear and religious anger that sparks individual Palestinians to terror.

So how can we explain the contradiction between the terror promotion the PA is feeding its people and the insistence by some Israelis leaders and media that the PA does not want terror?

The answer is that unfortunately many Israelis don’t understand the Palestinian language. Senior Fatah leader Jibril Rajoub last week announced exactly what the PA was planning: “Today we are calling a ‘peaceful popular uprising’… This is the unanimous decision of the Fatah Central Committee.”

Who would've thought? PA denounces Israel's seizure of "Pay-for-Slay" funds from Israeli Arab terrorists - by Maurice Hirsch, Adv.

The PA wants Israel to stand idly by and permit the PA to pay financial rewards to Israeli Arab terrorist prisoners who murdered other Israelis or otherwise participated in terrorism against Israel, and all under the pretext that the payments “provide their families with a living, a place to live, health, education, and so on.”

Maurice Hirsch, Adv...

07 January '20..

The reaction of the Palestinian Authority to the order of Israel’s Minister of Defense Naftali Bennett to seize the monies paid by the PA in salaries to Israeli Arab terrorist prisoners highlighted the false nature of the PA’s claims regarding its “Pay-for-Slay” policy. The decision of Minister Bennett to seize the funds followed the recommendation of Palestinian Media Watch days prior.

Condemning the order of Israel’s Minster of Defense to seize funds paid by the PA to eight Israeli Arab terrorists, Director of the Commission of Prisoners and Released Prisoners' Affairs Qadri Abu Bakr said that the “decision is blatant robbery and open theft” and repeated the claim that the salaries are welfare for the families. He also promised to continue paying the terrorists their monthly salaries:

“The salaries that the commission is paying the prisoners, independent of their place of residence, are allowances that provide their families with a living, a place to live, health, education, and so on, and we will not relinquish this obligation regardless of the extremist Israeli ways of thwarting them [the allowances], seizing them, or stealing them like highway robbers.”

[Official PA daily Al-Hayat Al-Jadida, Dec. 26, 2019]

Question. Where are the missing billions of the Palestinian Authority? - by Maurice Hirsch, Adv.

The requirement that the PA adhere to even basic standards of financial transparency is only useful if something is actually done with that information. If the countries that donate considerable aid to the PA do not demand that the PA explain why it squandered billions of shekels of aid - including by providing funding to non-functioning bodies and terrorist organizations - as it cries poverty and begs for aid, then the PA will continue to use and abuse the goodwill of the donor countries. Allowing the PA to continue these practices does nothing to achieve any peace related goal. The opposite is true. When the international donors turn a blind eye to the PA’s obvious abuses, they simply embolden and facilitate the PA to deepen the rifts.

Maurice Hirsch, Adv..

Since its creation, the Palestinian Authority has received tens of billions of dollars of international aid. Just since 2011, the European Union, the United States, and other countries have provided the PA with hundreds of millions of dollars and euros of aid.

While the PA has constantly complained about its financial difficulties, scrutiny of the PA’s own financial records for the years 2011 - 2018, shows that the PA transferred from its coffers over 7 billion shekels to the Palestine Liberation Organization (PLO), some of which was then given to terrorist organizations. In that same period, the PA also spent over 440 million shekels to fund its non-functioning institutions.

Funding to the PLO and internationally designated terrorist organizations

The PLO, which is also headed by PA Chairman Mahmoud Abbas, is an umbrella organization for several Palestinian groups. The largest and most dominant member is Abbas’ Fatah party. Other members include groups designated as terror organizations by the US and the EU such as the Popular Front for the Liberation of Palestine (PFLP) and the Palestinian Liberation Front. PLO members are entitled to and receive funding from the PLO.

While international donors have demanded that the PA show financial transparency, the PLO is not subject to any financial regulation or demands of transparency. Accordingly, it is impossible to know what happens with billions of dollars of donor money the PA has given and continues to give today to the PLO.

Why the Surprise That to European Leaders, Jewish Flesh Is Cheap? - by Guy Millière

The Oslo Accords were based on the illusion that the PLO could totally change and suddenly become a "partner for peace"... It soon became clear that the Palestinian Authority was still the PLO: terrorist attacks quickly multiplied. The money received by the Palestinian Authority was used to continue incitement to murder and payments to incentivize it.

Guy Millière..
Gatestone Institute..
30 August '19..

August 7th. Israel. When Dvir Sorek, an 18-year-old student returned from Jerusalem to his school after having bought some books for his rabbis as an end-of-year gift, he was stabbed to death by two Arab terrorists.

As his funeral took place, while his father was delivering the eulogy, the inhabitants of the Arab village of Silwad, two miles North, to celebrate the murder, were setting off fireworks.

Sorek was apparently a peaceful teenager who had never hurt anyone. Among the books he brought was one by an Israeli left-wing writer, David Grossman, supporting the need to create a Palestinian state.

Sorek's "fault" was to be a Jew.

His name extends the long list of Jews killed or wounded by Arab terrorists. Some murders are even more cruel. The man who raped and murdered Ori Ansbacher in February in Jerusalem said, "I wanted to kill a Jew and be a martyr." In 2011, five members of the Fogel family, including three young children, were slaughtered. In 2014, two murderers with axes, knives and a gun entered a synagogue in Jerusalem during morning prayers and massacred five worshipers and a policeman who tried to stop the attackers. On December 13, 2018, at a bus stop near Ofra, two young Jews were shot dead by terrorists. Four days before that, another gun attack injured seven Jews. A wounded young woman survived, but despite the efforts of doctors, the baby she was carrying died. Last week, in a terrorist bombing on a hiking trail near Dolev, north of Jerusalem, a teenage Jewish girl was murdered. Her father and brother were seriously wounded.

After each murder, celebrations like those in Silwad take place. Candies and sweets are passed out in the street. If the murderers are shot by the Israeli soldiers or the police, they are proclaimed martyrs, and are celebrated. Their portraits are displayed in Palestinian towns. Whether the terrorist murders are killed or whether they are arrested, tried and imprisoned in Israel, they or their families are awarded a generous monthly stipend from the Palestinian Authority -- an amount higher than the average Palestinian wage. Sometimes, the mothers of the murderers say how proud they are of the act their sons committed.

The depravity built-in to murdering civilians, the celebrations that follow, the prestige granted to racist murderers, the alluring payments granted as a reward, and the pride of the mothers all stem from an incitement to hate Jews that is injected into the minds of the Palestinian Arabs by the people and institutions that lead them.

Why are Lutherans Asking the US to Subsidize Terror-Supporting Palestinian Authority? - by Dexter Van Zile

For all their talking about promoting peace in the Holy Land, mainline Protestants keep doing two things: They make it harder for Israel to defend itself from murderous attacks like the one that killed Rina Shnerb on August 23, and they keep making it easier for Palestinians to get away with perpetrating these attacks. That’s what the ELCA is supporting.

Dexter Van Zile..
Algemeiner..
26 August '19..

Earlier this month, the Churchwide Assembly of the Evangelical Lutheran Church in America (ELCA) passed a resolution that calls on the US government to subsidize the Palestinian Authority (PA) as it pays salaries to murderers and terrorists serving time in Israeli jails.

Proponents of the resolution, which was passed by the assembly “en banc” (without any debate, along with a number of other resolutions), would likely say that it does not ask the US government to directly subsidize the Palestinian Authority — but instead, calls on Congress to send millions of dollars to Augusta Victoria Hospital (AVH) in East Jerusalem.

Only a grinch could say no to such a thing. Giving money to a hospital is a good thing, right?

The problem is that AVH needs US money because the PA hasn’t been able to pay its bills to the facility.

According to ELCA documents, the Palestinian Authority owes a total of $95 million to a network of six hospitals in East Jerusalem, of which Augusta Victoria is a part. It’s a big deal, because many Palestinians rely on AVH for treatment of chronic illnesses.

A fact-sheet produced by the ELCA states that the hospital “offers specialized care not available in other hospitals in the West Bank and Gaza, including radiation therapy for cancer patients and pediatric hemodialysis” and that “approximately 30 percent of the cancer patients treated at AVH are from Gaza.”

Despite being unable to fund this hospital, however, the PA has managed to find money to fund its”pay-to-slay” program, which pays salaries to terrorists and the families of terrorists serving time in Israeli jails for killing Israeli civilians (among other things).

The worse the crime is, the more money the killers and families get.

The PA’s pay-to-slay program monetizes dead Jews in a manner akin to how the US government paid bounties for the scalps of Native Americans in the early 1860s. It incentivizes murders like that of 17-year-old Rina Shnerb, who was recently killed while hiking with her father and brother. If her killers are caught and sent to prison (we pray that they are), they will receive a salary for their crimes.

PA President Mahmoud Abbas made it perfectly clear that he is more interested in paying terrorists than in taking care of his people, when he declared in July 2018: “Even if we have only a penny left, it will only be spent on the families of the martyrs and the prisoners, and only afterwards will it be spent on the rest of the people.”

Surprise? EU to cover Palestinian Authority salaries and pensions for month of April - by Itamar Marcus and Nan Jacques Zilberdik

The P.A. cut salaries of public employees by 50 percent to continue to fund terrorists and their families after Israel began withholding tax revenues earlier this year.

Itamar Marcus/Nan Jacques Zilberdik..
JNS.org..
12 May '19..

The European Union has pledging to give the Palestinian Authority 15 million euros to cover the salaries of public employees—salaries that leader Mahmoud Abbas cut to keep up the P.A.’s payments to imprisoned and released terrorists, wounded terrorists and the families of dead terrorists.

Abbas has declared that the P.A. is “obligated” to continue rewarding the terrorist prisoners and families of so-called “martyrs.”

Earlier this year, Israel decided to withhold from the tax money it collects on behalf of the P.A. an amount equaling the sum the P.A. pays to terrorist prisoners. These prisoners include mass murderers and heads of terror organizations. In response, the P.A. has refused to accept all the tax money, amounting to over 50 percent of its budget, thereby inflicting a serious financial crisis on itself.

To overcome this crisis—and in order to have money available to continue to pay the terrorists in full—the P.A. cut the salaries of its public employees by 50 percent.

According to the Palestinian Media Watch NGO, Abbas then turned to Europe for money, claiming Israel was responsible for the P.A.’s self-inflicted crisis.

The European Union has now answered his appeal.

The Abbas Legacy: Rewarding terrorists, cheating law-abiding Palestinians - by Maurice Hirsch

...In the absence of any other clear legacy, Abbas will certainly be remembered as the PA chairman who paid the most in financial rewards to terrorists, at the expense of and to the detriment of the millions of law-abiding and productive Palestinians.

Lt.-Col. (ret.) Maurice Hirsch..
JPost/Opinion..

Link: https://www.jpost.com/Opinion/Abbass-legacy-582462

While it might be premature to eulogize Palestinian Authority Chairman Mahmoud Abbas, his recent actions demonstrate beyond any doubt that the most prominent legacy of his 15-year presidency is to reward terrorists at the expense of law-abiding Palestinians.

Paralyzed by the internal rift between his Fatah Party and the internationally recognized terrorist organization Hamas, Abbas made a positive choice to curry favor using the broadest base of Palestinian consensus – financially rewarding terrorists and their families.

Even though the PA has provided financial incentives and rewards to Palestinian terrorists since its creation, under Abbas’s leadership these payments have grown tremendously.

In 2006, Abbas approved the regulations that codified the monthly salary payments paid by the PA to Palestinian terrorists held in Israeli prisons. He also codified the practice of ensuring jobs to released terrorists in PA institutions. In 2010, he approved a salary hike for the terrorist prisoners, including a 300% rise, from 4,000 shekels per month to 12,000 shekels per month for prisoners who serve more than 30 years in prison, i.e., murderers.

In 2007 and again in 2009 and 2013, Abbas approved a hike in the monthly allowances that the PA pays to the families of dead terrorists, including suicide bombers.

Needless to say, as the number of terrorists arrested, convicted, and released has grown, and as the number of families of dead terrorists has increased, so too did the annual PA expenditure to fund their rewards.

While constantly asking the international community to fund the needs of the Palestinian population, Abbas, to the detriment of the law-abiding Palestinians, has been – and still is – squandering the limited PA funds to finance his ever-increasing rewards to terrorists.

After years of silence, during which both the Israeli authorities and the international community ignored Abbas’s practice of paying considerable financial rewards to terrorists, 2018 brought about a substantial change.

Abbas’s soaring popularity alters Israel’s political landscape - by Joanthan S. Tobin

Israeli voters will keep rejecting peace plans as long as Palestinian keep cheering for terrorists and their paymasters.

Jonathan S. Tobin..
JNS.org..
25 February '19..

It was a rough week for Israeli Prime Minister Benjamin Netanyahu. He saw his main opponents join forces and the Blue and White Party that resulted from this merger surpassed Netanyahu’s Likud Party in the polls. If that wasn’t enough, Netanyahu’s decision to encourage one of his coalition partners to take in a party whose leaders are followers of the late Rabbi Meir Kahane set off a storm of criticism from Jews who felt he was wrong to help legitimize an extremist group.

But while Netanyahu has been taking it on the chin, the man that much of the world still imagines is Israel’s peace partner seems to have had a very good week. And the explanation for that unexpected development is the reason why Netanyahu’s prospects for holding on to his office are not quite as gloomy as his detractors may think.

Palestinian Authority leader Mahmoud Abbas is currently serving the 15th year of the four-year term as president of the P.A., to which he was elected in January 2005. He is widely reviled by most of those whom he pretends to serve. The same is true for his steadfast refusal to negotiate peace with Israel. The kleptocracy over which the 83-year-old presides is a disgrace. He refuses to make peace with Israel, but is also dependent on security cooperation with the Jewish state.

But Abbas’s popularity is suddenly soaring. In the last year, both the United States and Israel have enacted measures to cut back on cash flowing to his regime in order to force him to end the practice of rewarding those who attack, wound and kill Israelis, Jews and Americans with salaries and pensions.

Proud Mother of Palestinian knife attacker on Hamas TV: “Muhammad was a butcher and knew how to slaughter” - by William A. Jacobson

We have covered this sick picture before. The mothers of Palestinian terrorists who praise their children’s killing of Jews, often wishing they had killed more:

Now there is another example.

October 2015 was start of what commonly was referred to as the Knife or Stabbing Intifada. While there were many other forms of attack, the knifings — often carried out by teenagers — resulted in many attackers being shot dead after killing or wounding Israelis:

According to the Israel Security Agency, October 2015 saw the beginning of a wave of terrorism that has led to 620 attacks (483 in the form of firebombs) in one month, compared to 223 in September. Eleven people (one foreign national and 10 Israelis) were killed in terrorist attacks in October, and 80 were injured, 37 of them moderately or more severely (one foreign national, 18 Israeli civilians, and 18 members of the security forces).

I wrote about the Knife Intifada: “spasms of bloody and murderous irrationality”. The knifings were glorified on Palestinian social media.

In that report, I also noted other attacks, including this one at the Damascus Gate to the Old City in which an attacker was shot and killed. I didn’t know or report his name:

Mahmoud Abbas to inflict humanitarian crisis on Palestinians, after Israel penalizes PA for its support of terrorists

...Instead of accepting that Israel refuses to transfer $11.6 million/month for terror rewards, Abbas prefers to punish the entire Palestinian population by refusing $174.5 million of tax money, which would benefit all Palestinians. Indeed, if Abbas maintains this decision, the entire Palestinian economic infrastructure could grind to a halt.

18 February '19..

PA Chairman Mahmoud Abbas has officially announced that the PA will refuse to accept all tax money Israel transfers to the PA if Israel deducts the amount the PA uses to reward terrorists. This PA policy will lead to a grave humanitarian crisis for Palestinians.

The Israeli Cabinet announced yesterday that Israel will be deducting 502,697,000 shekels/year - $139,638,000 - from taxes to be transferred to the PA. This is the amount reported exclusively by PMW that the PA paid in 2018 in salaries to imprisoned and released terrorists. This sum does not include the PA's financial rewards to families of dead terrorists, the so-called "Martyrs," or to wounded terrorists. The deduction will be made in 12 monthly portions of approx. $11,636,500 million/month - almost 42 million shekels/month.

Information obtained by PMW from Israel's Ministry of Finance in response to a request based on Israel's Freedom of Information Act, shows that the taxes Israel collected and transferred to the PA in 2018 amounted to $2.2 billion (8 billion shekels) - an average of $186,121,569/month (670,037,651 shekels) - while PA payments to terrorist prisoners, released prisoners, and families of dead terrorists in 2018 averaged at least $204 million/year (732 million shekels/year), or $17 million/month (61 million shekels) according to PMW calculations.

Earlier this month, Abbas declared that if Israel deducts a sum equal to what the PA spends on rewarding terrorists from next month's transfer - approx. $11.6 million according to the sum announced by the Israeli Cabinet - he will refuse to accept the entire remainder - approx. $174.5 million/month - that the Palestinian population needs to keep the economy functioning:

Priorities: Palestinian leaders - and their "progressive" fans - support their paying terrorists above education, infrastructure, hospitals.... - by Elder of Ziyon

...Any people who prioritize terrorists over taking care of their own larger population does not deserve to be rewarded with statehood. It seems obvious - but the world still supports the people who will imperil their own in order to support their murderers.

Elder of Ziyon..
18 February '19..

From TOI:

A spokesman for Palestinian Authority President Mahmoud Abbas denounced Israel’s decision to cut half a billion shekels in funds over its payments to security prisoners and their families Sunday.

Nabil Abu Rudeineh called the decision to implement the law “piracy of the Palestinian people’s money.”

Abu Rudeineh said the move would not keep the Palestinians from supporting “imprisoned heroes” or the families of those killed while carrying out attacks.

Acting PA Prime Minister Rami Hamdallah said Israel’s cutting of PA funds is “a part of a plan to destroy the National Authority and deny it the ability to continue to provide services and fulfill its commitments to its citizens.”

“Cutting the maqasa funds puts the Palestinian economy in danger and threatens our ability to pay employees’ salaries on time,” he added, using the Arabic term that refers to the taxes that Israel collects on behalf of the PA and then transfers back to Ramallah.

The Palestine National Council also released a statement saying that "Palestinian prisoners are prisoners of war who fought for the salvation from the occupation and live in dignity in their homeland" and that Palestinian institutions will continue to provide full care for the prisoners and families of martyrs and wounded."

Mahmoud Abbas' Fatah said "We will not be deterred from continuing to take care of the families of the prisoners and the martyrs, no matter what the cost, and that this measure will be met by a clear Palestinian position, official and public."

Jewish terror victim, Avraham Bromberg, is remembered, thanks to the killers’ friends - by Stephen M. Flatow

And so, in a bitter and ironic twist, American Jewish and Zionist leaders may have forgotten Avraham Bromberg, but the actions of his murderers and their cheerleaders have forced his name back into the news—and back into our too-short memories.

Stephen M. Flatow..
JNS.org..
13 February '19..

Like most victims of Palestinian Arab terrorism, Avraham Bromberg would have been completely forgotten—if not for the persistence of the murderer’s many admirers and financial sponsors.

Bromberg was just 20 years old when he was murdered. The same age as my daughter, Alisa, when she was murdered by Palestinian Arab terrorists in 1995. Avraham was hitchhiking. In those days, all young Israelis hitchhiked. Nobody thought of it as a potentially lethal activity.

A car with Israeli license plates stopped to give him a ride. The driver and his front-seat passenger were Israeli Arabs. Avraham might have noticed that they were Arabs. But so what? After all, most Israeli Arabs aren’t terrorists. But these two were.

Karim Younes and his cousin, Maher Younes, kidnapped Avraham Bromberg, shot him in the head and threw him into a roadside ditch. Several days later, he died from his wounds. The Younes cousins were caught, convicted and sentenced to life in prison.

That would have been the end of the story, as far as the Jewish public is concerned. Some older Israelis might still remember his name. But the number of American Jews who remember Avraham Bromberg can be counted on one hand. And the number of American Jewish or Zionist organizations that have mentioned Bromberg’s name in one of their fire-and-brimstone press releases is zero.

It's clearly time to target terrorist salaries - by Ariel Kahana

Indeed, esteemed prime minister and security agency leaders – after three years and dozens of murdered Israelis, the time has come to try the only leverage we have yet to apply, and that is deducting the terrorist payments from the PA's taxes. This is the bare minimum requirement if we want to stop the lone-wolf attacks. As for the PA and its security forces: If they encourage lone-wolf attacks, why is it so important for us to protect them?!

Ariel Kahana..
Israel Hayom..11 February '19..
Link: http://www.israelhayom.com/opinions/time-to-target-terrorist-salaries/

Three and a half years have passed since the Arabs of Judea, Samaria and Jerusalem launched their wave of lone-wolf terrorist attacks, and the list of murdered Israelis is truly unspeakable. Since September 2015, 78 citizens and soldiers have been butchered with knives, killed by stones, rammed by cars or shot, all ending their lives in the same horrific manner as Ori Ansbacher this weekend.

The soul cannot find peace and the State of Israel cannot find a solution.

The Shin Bet and other security forces thwart hundreds of terrorist attacks, but when there's no terrorist organization pulling the strings and giving directives, Israel's sophisticated intelligence apparatuses cannot prevent the lone knife-wielding terrorist from enacting his evil deed.

Only one thing hasn't been tried throughout this entire cursed period of time. Just one simple measure hasn't been implemented, among other things because of objections from the defense establishment: putting an end to terrorist salaries doled out by the Palestinian Authority.

Due to the fact that our security agencies work with the PA to thwart terrorist attacks, and because the IDF and Shin Bet are concerned about the collapse of PA President Mahmoud Abbas' security forces, our own agencies – incredibly – have even balked at deducting the amount paid by the PA to terrorists from the taxes Israel collects on its behalf.

The same defense establishment – again, incredibly – has dragged its feet on compiling data about the phenomenon, as required by the law passed with great effort by MKs Avi Dichter and Elazar Stern.

Surprise? Palestinian Authority Still Pays Millions to Terrorists and Uses Foreign Aid to Do So - by Steven Emerson

...Despite international pressure to halt this practice, roughly half of the foreign aid that the PA receives is allocated for payments to terrorist inmates and the “families of martyrs.”

The Palestinian Authority (PA) transferred over $135 million to imprisoned terrorists in 2018, Palestinian Media Watch (PMW) reports.

Based on open-source information and the PA’s own budget, PMW broke down PA terror payments into various categories. More than $62 million was sent to terrorists while they were in jail, while almost $48 million was paid to released prisoners. Roughly $26 million was used to pay other terrorist-related salaries and additional benefits.

PA security personnel jailed on terrorism charges continue to receive higher salaries from a different budget than other prisoners, which underestimates the overall figure of payments transferred to jailed terrorists.

Payments are a function of the severity of the attack and prison sentence. The more brutal the attack or murder, the more money a Palestinian prisoner receives. Prisoners with previous arrests receive more money as well.

These figures do not include other forms of PA support to Palestinian terrorists, such as payments to the families of “martyrs,” or dead terrorists.

Surprise? Palestinian Authority spends 6 times more on terrorists than on its own needy - by Maurice Hirsch, Adv.

...Since its creation, the PA has wasted billions of shekels on its terror rewards, while abusing the goodwill of the international community to fund the humanitarian requirements of the PA's needy. Will the impending Israeli deductions force the PA to reevaluate its priorities and stop rewarding terrorism? Not if the international community continues to step in and carry the burden of the PA's needy, and let the PA continue to squander its own resources.

In its 2017 budget, the Palestinian Authority allocated 550 million shekels to pay salaries to terrorist prisoners and released terrorist prisoners. The salaries paid to these recipients, among them murderers, ranged from 1,400 shekels/month to 12,000 shekels/month. The beneficiaries of these payments are no more than a few tens of thousands of Palestinians.

In contrast, the PA spent only 605 million to provide financial assistance to needy Palestinian families. According to the PA budget, the 118,000 needy families received payments ranging between 750 to 1,800 shekels/quarter.

Of the 605 million shekel expenditure, 515 million shekels was funded by the international community (165 million shekels by the European Union, and 350 million shekels by the World Bank). As such, the PA contributed only 90 million shekels of the 604 million shekel expenditure.

In other words, while the PA spent 550 million shekels of its budget a year to incentivize and reward terrorists no more the a few tens of thousands of terrorists, it spends only 90 million shekels to support its needy population. In comparison, the amount it spent on the needy equals only 16% of the amount the PA prefers to spend on rewards for terror and murder!

Question. Does the UN want to enable terror or disable terror? - by Sander Gerber and Yossi Kuperwasser

A peace process cannot be built on a foundation of lies. The choice is clear: you are either a terror enabler or a terror disabler. We ask the UN — and the world — which side of the moral divide are you on?

On Monday, Palestinian President Mahmoud Abbas is scheduled to meet with UN Secretary General Antonio Guterres. The UN announcement of the meeting doesn’t refer to Abbas as president; rather, it uses the term “His Excellency,” which is the UN protocol title for a country’s leader. Then on Tuesday, the “State of Palestine” will assume the Chairmanship of the Group of 77 — a coalition of 134 developing nations, designed to promote its members’ collective economic interests and create an enhanced joint negotiating capacity in the United Nations.

Abbas’ recognition by the UN as the legitimate ruler of the Palestinian people is nearly as bizarre as the UN’s near-acceptance of the idea that the Palestinian Authority (PA) contributes to global peace and prosperity. All this begs a question: Does the UN want to enable terror or disable terror?

In the wake of multiple murders, this violent Pal Arab village's economy just grew - by Arnold Roth

Kobar's economic basis was bleak as of 2011. Some 62.5% of its population were categorized as "not economically active". The village was reported to have an olive oil-press and two stone quarries, 14 grocery stores, one fruit and veg store, five "professional workshops", three service stores, and one shop for agricultural tools [source]. We have not yet found published data to show what share of daily life in this violent place is sustained by lifetime Pay-to-Slay stipends from the Palestinian Authority. Whatever it is, it grew larger today.

Providers of foreign aid to the always-insolvent Palestinian Authority - and the ordinary citizens who unwittingly contribute to the funding via their taxes - acquired yet another new beneficiary earlier today.

Assem Barghouti suspected of participating in the murder of 4 day old Amiad Ish-Ran and IDF soldiers Staff Sergeant Yuval Mor Yosef and Sergeant Yosef Cohen, and the injury of numerous others, was arrested this morning.According to Palestinian Authority law and regulations, since he was arrested by Israel for his "participation in the struggle against the occupation", Barghouti is entitled to a monthly salary from the PA of 6,000 shekels. According to PA law, his salary will increase over time to 12,000 shekels per month.Barghouti's starting salary is higher than most other terrorist prisoners, since he has already spent 11 years in prison for past involvement in terrorism. During his first term in prison, Barghouti received an estimated cumulative sum of 447,000 shekels. Additionally, according the PA law and regulations, upon his release, Barghouti was also entitled to a $6,000 one-time release grant and a guaranteed salary paid by the PA even if he did not work... ["Another baby murderer to receive fat salary from the PA", Palestinian Media Watch, January 8, 2019]

We have written several times concerning the tragic events leading up to today's arrest:
