The US military made news recently when it adopted the Israeli tactic of ‘roof knocking’ – detonating a small explosion above a building that is about to be bombed in order to give civilians that may be present a warning to evacuate – in its operations against the Islamic State.
Israel used the roof-knock technique to reduce civilian casualties in several recent wars, beginning with Operation Cast Lead in Gaza in 2008-9.
One of the tactics that the radical Islamist enemies of the West have adopted as part of the paradigm of asymmetric warfare that they are waging is to use their own civilian populations as human shields. Hamas launches its rockets from school courtyards, and Hezbollah has constructed a massive, dispersed rocket-launching facility embedded in the Shiite villages of southern Lebanon. If Israel has to neutralize this, it’s likely that many Lebanese will be killed.
The human shield tactic is effective because Western military and political leaders are highly sensitive to the charge of unnecessarily hurting civilians in warfare.
There are both practical and ideological reasons for this. In Israel’s case there are possible economic and diplomatic consequences when it is accused of disproportionate response, including cutoff of essential supplies in wartime. But that isn’t true of the US. Nobody will boycott the US or force it to give Texas back to Mexico, and it manufactures its own munitions.
Western populations empathize strongly with “innocent victims.” The effect is even stronger when those who empathize are not threatened; so Europeans (or American presidents) who don’t have to face Hamas and Hezbollah rockets can be highly critical of Israel’s attempts to defend herself.
There are two important things to note: 1) this is a relatively recent development, historically speaking; and 2) this practical/moral/political pressure in the West to behave in a particular way actually enables its enemies to effectively wage asymmetric war against it.
The change in Western sensibility occurred sometime after WWII. Not only were both sides relatively insensitive to collateral damage, the Allies even pursued a policy of strategic bombing of non-military targets both to reduce the enemy’s economic capability but also to sap his “will to resist.” Dresden, Hamburg and other German cities were targets of firebombing that killed tens of thousands.
But one raid on Tokyo stands out, even compared to the atomic bombings of Hiroshima and Nagasaki. On March 9-10, 1945, 1,665 tons of napalm-loaded bombs were dropped on the city, creating a massive conflagration that reduced about 16 square miles and 100,000 people to ashes.
It is hard to imagine any Western nation in almost any circumstance today even contemplating such an operation.
What changed?
The answer is “a lot of things,” some of them obvious and others more subtle.

Dr. Charles Jacobs is a longtime anti-slavery and pro-Israel activist, one of the founders of CAMERA and the American Anti-Slavery Group (AASG). He has also been a persistent critic of the ADL, arguing that it concentrates way too much on ‘old-fashioned’ neo-Nazi antisemitism and not enough on threats from Islamists and the extreme Left. What I found interesting in a recent exchange was this:
Shifting the focus away from skinheads, neo-Nazis, and Christian bigots and onto radical leftists and Muslim Jew-hatred would be extraordinarily difficult. It would require a massive and unpopular effort: leading the Jews to think difficult thoughts about their new situation, thoughts that put them at odds with their comforting universalist theology of Political Correctness. And it would be costly: ADL would forfeit loads of leftwing money – and its liberal bona fides. The organization would hardly ever get a letter published in The New York Times. It would be viciously attacked by Islamist leadership. CAIR would be relentless. Abe Foxman, ADL’s head, acknowledges that Islamic Jew hatred is the biggest threat we face (he’s still shy about the radical left) – yet ADL spends much, much more time, effort, resources and focus on the older, less dangerous threats while practically ignoring the new, more ominous ones.
The problem he touches on is not just an issue for Jews and Israel. The taboos of political correctness (PC) applied to anything connected with Islam or Muslims have the Orwellian effect of making it impossible to describe the motivating force of the great majority of armed conflicts in progress today, or even the future of Western civilization.

the Promise to Abraham
The Bible quote is from the first of the five books of Moses. The King James translation renders the promise to Abraham in Genesis 12:3 as:
"And I will bless them that bless thee, and curse him that curseth thee: and in thee shall all families of the earth be blessed."In my recent American speaking tour I discovered that the folks who once believed that George W. was either demonic or stupid now have perfect faith in Obama as a glowing Messianic figure.
I thought I'd do a cartoon about President Obama's surprising string of failures, but these days any criticism of the politician from Chicago is a violation of Political Correctness ...and an invitation to being called a racist!!?!
So I did this cartoon about "playing it safe".

Head Check
The sentiments expressed in today's Dry Bones cartoon are being expressed by bloggers all over the net. Here's a piece fromNewsRealBlog that's worth reading:
"A Muslim fanatic with an Internet site praising Islamic suicide bombers as defenders of their comrades is a Major in the U.S. Army with access to military intelligence and lethal weaponry. And it’s not as though the army didn’t know that he was a Muslim fanatic and supporter of the Islamic jihad against the West. He was under investigation for six months because of his anti-American, jihadist rantings. He did not want to be deployed. He wanted to be discharged.But despite his identification with America’s enemies, the army kept him in its officer corps. How in God’s name was this possible? But it was. And so, after calling America the “aggressor” in Afghanistan and Iraq this Muslim jihadist traitor army officer picks up his semi-automatic weapons and heads for the center at Ft. Hood where soldiers are being deployed to fight the jihadists in Afghanistan to conduct his massacre. Yet this morning the Fox News Channel chiron says “Investigators search for a motive in the Ft.
