Now that the Palestinian Arabs are embraced by Interpol... - by Arnold Roth

...With Interpol having now opened its arms to Attallah and the Palestinian police, we're thinking - like commentators who frequently ask when speaking of events in our area - what could possibly go wrong.

Interpol voted this week to admit the Palestinian Authority civil police as a full member in what Al Jazeera calls "a new victory in its drive for international representation despite strong Israeli opposition".

This raises some pretty deep concerns here in Israel where the assumedly-secure sharing of intelligence on terrorism is viewed as a life-and-death matter by ordinary folk.

The current head of the PA police is modestly referred to in formal documents and press releases as "His Excellency Major General Hazim Attallah". He was appointed to the role in March 2008, promoting a US official to submit this brief backgrounder up the reporting chain. It eventually found its way into Wikileaks. Some highlights...

Surprise? U.S. and EU-Trained Palestinian Official Blames West for Brussels Terror Attack

...When a spokesman for the PA security forces essentially blames the West for terrorism in Brussels, and his charge is reflected in the authority’s daily paper, shouldn’t donors to the PA to reconsider whether their aid money is being well spent?

Sean Durns..
CAMERA Snapshots..
24 March '16..

A spokesman for the Palestinian Authority’s (PA) security sorces has blamed the United States and Europe for the March 22, 2016 Brussels, Belgium terrorist attack for which the Islamic State in Iraq and Syria (ISIS) claimed responsibility.

On the day of the attacks that murdered 31 people, PA security forces spokesman Adnan Al-Damiri wrote on his Facebook page:

“Those who prepare the poison will taste it themselves, and today Europe is having a taste of what it prepared with its own hands.”

Al-Damiri’s remarks were reported by Palestinian Media Watch (PMW), a non-profit organization that monitors Arab media in the West Bank (Judea and Samaria), the Gaza Strip and eastern Jerusalem.

After claiming to offer a brief perfunctory condemnation of “terrorist acts everywhere in the world,” al-Damiri’s Facebook post makes clear that he blames the West for Islamist terror. He claims that “we Arabs are the ones who have been most severely burned by the fire of terror, which has been created and exported by the US and Europe since the Arab Jihad fighters in Afghanistan, and before that by exporting the Jewish terror to Palestine, supporting it and justifying it. Today, Europe is being burnt by its [the terror’s] fire in its airports and squares.”

Al-Damiri conveniently overlooked that Arab terrorists fighting under the banner of Islam existed long before the United States and its allies, including Arab countries such as Saudi Arabia, supported mujahiddeen [holy warriors] in the fight to repel the Soviet Union from Afghanistan in the 1980s. As CAMERA has previously noted (“Au Contraire, Prof. Picketty: Income Inequality Does Not Cause Middle East Terrorism,” Dec. 9, 2015), Islamist terrorism predates the period of Western involvement in the region. In addition, terrorist groups comprised of Arabs living in and near British Mandatory Palestine attacked Jews long before the recreation of Israel as a modern state in 1948.

Surprise? More Palestinian Empty Threats

...For Abbas, security coordination is indeed "sacred": it is keeping him in power and stopping Hamas from taking over the West Bank. Hence the security coordination -- in Abbas's words -- is very important for the Palestinian Authority - perhaps more than thwarting Hamas terror attacks against Israel. Abbas has a problem. He cannot tell his people that security coordination with Israel is what is keeping him on the throne. The sacredness of security coordination is a topic for Israeli ears only. So what are the threats about? Money.

Abbas to the world: "Send more money or we
will cut off security cooperation with Israel."

Left: Palestinian Authority President Mahmoud
Abbas with French President François Hollande.
Right: Abbas with top European Union officials
 Federica Mogherini and Jean-Claude Juncker.
Khaled Abu Toameh..
Gatestone Institute..

The Palestinian Authority's endless threats to suspend security coordination with Israel are a carefully crafted bluff designed to extort more funds from Western donors, scare the Israeli public and provide a cover for its refusal to talk peace with Israel.

Many Palestinians say these threats are also intended for "internal consumption" -- namely to appease Hamas and other radical factions and to refute charges that the Palestinian Authority (PA) is betraying its people by "collaborating" with Israel.

Hamas has conditioned "reconciliation" with President Mahmoud Abbas's ruling Fatah faction in the West Bank on Fatah ending all forms of security coordination with Israel. Hamas claims that the security coordination is directed mostly against its members and supporters in the West Bank.

Over the past several years, PA security forces have rounded up hundreds of Hamas men in an attempt to prevent the Islamist movement from establishing bases of power in the West Bank.

Hardly a week has passed during the past few months in which a senior Palestinian Authority official does not threaten to cut off security ties with Israel. Some officials in Ramallah have even claimed that the PA has already taken a decision to suspend not only security coordination with Israel, but also political and economic relations as well.

PA officials are saying that their threats, which until now have been so much dust in the wind, will be realized next month.

"April is going to be the turning point," declared Jamal Muheissen, member of the Fatah Central Committee. "This is a month that will witness changes with regards to several issues that can no longer be delayed or marginalized. April will witness the complete and public suspension of security coordination [with Israel]. This will be the first step taken by the Palestinian leadership."

This sounds curiously familiar: nearly a year has passed since leaders from the Palestinian Authority and Fatah first announced their decision to halt all forms of security coordination between the PA and Israel.

Palestinian Ambassador to Libya: Members of PA Security Forces Carried Out Most of the Attacks in Second Intifada

Following are excerpts from a public address delivered by Mutawakkil Tahah, Palestinian ambassador to Libya, which aired on the Al-Jazeera network on September 27, 2013:

Click on picture for video clip
Mutawakkil Taha: Israel decided to gather the youth who had fought it in the first Intifada, and to organize them into security forces, showering them [with money], so that they would defend it, rather than Israel having to defend itself. But what really happened? When the 2000-2001 Intifada broke out, it turned out that 70% of the martyrs, and of the people who carried out attacks against the occupation, were members of the Palestinian security forces.

In other words, even when [Israel] establishes [our] security forces, these security forces remain patriotic and continue to fight the occupation. They will continue to serve as a wall defending the Palestinian spirit and the Palestinian interests.

Khaled Abu Toameh - How Journalists Allowed the Palestinian Authority to Fool Them

Khaled Abu Toameh..
Gatestone Institute..
09 May '12..

The Palestinian Authority has been boasting over the past four years of its success in restoring law and order to the West Bank city of Jenin.

Journalists from all around the world were invited to Jenin, once notorious for dispatching suicide bombers to Israel, to report on the Palestinian government's successful efforts. Palestinian leaders and government officials told the journalists how their security forces have managed to end the state of chaos and lawlessness that used to prevail in Jenin.

They talked about how Fatah gangsters and thugs who used to roam the streets, imposing an atmosphere of intimidation and terror on the population, have vanished. Most of the gangsters, the Palestinian government officials noted, had been recruited to various branches of the Western-funded Palestinian security forces and were indirectly receiving salaries from American and European taxpayers' money. Many Western correspondents rushed to Jenin to cover the story about the success of the Palestinian Authority in restoring law and order.

Rubin: Palestinian police murder Jew who ‘sneaks in’ to worship

Over the weekend one Israeli Jew was killed and four others were injured. The Post reported on Sunday:

Palestinian police opened fire on a group of Israelis who sneaked in to pray at a Jewish holy site in the West Bank city of Nablus on Sunday, killing one and wounding four others, officials on both sides said. Palestinian officials said that the worshipers, who were in three cars, had ignored warning shots after arriving in the early-morning hours for an unauthorized visit. The officials said that the policemen involved were held for questioning. The incident was under joint investigation by Israeli and Palestinian officials. The shooting occurred near Joseph’s Tomb, a site inside Palestinian-controlled Nablus where Jewish settlers and strictly Orthodox Jews arrive periodically to pray under Israeli army escort, in coordination with the Palestinian police. . . Israeli Defense Minister Ehud Barak issued a statement calling the killing “a murder.”

A chilling report from Ynet news service provided some detail:

One of the Breslovers who was in the second car in the convoy and was lightly wounded told Ynet: “We arrived at the tomb like on many occasions in the past. Near the tomb we saw a spikes chain. One of the guys jumped out of the car and moved it aside.

“At this point a uniformed Palestinian police officer with a Kalashnikov in a jeep woke his colleagues up and they started firing into the air. . . . I was in the front seat. We started driving fast in the direction of the tomb; we got out of the vehicles and kissed the tomb.

“When we got back to the vehicles the police shot at the vehicles, they were screaming ‘Allahu Akbar’. It was crazy, they were shooting to kill. I screamed at the driver to drive out of there quickly. When we got to Har Bracha we attended to the wounded.”

Many non-Israelis were surprised to learn that “groups of Breslov Hassids and settlers regularly sneak in to Joseph’s Tomb to pray in addition to those who arrive on the visits coordinated by the Israeli army, according to organizers of the authorized pilgrimages.”

The killing in turn set off riots. By the Palestinians. The Jerusalem Post reported: “Dozens of Palestinians rioted near Joseph’s Tomb in Nablus on Sunday following an incident in which a PA police officer opened fire on Israeli worshipers, killing one and injuring four others. The rioters set tires on fire at the religious site, Israel Radio reported. Settlers claimed that Palestinians vandalized Joseph’s tomb in the wake of the attack.”

Despite the high-profile incident and subsequent violence the Obama administration was mute. No statement from the State Department. Nothing from the White House. No doubt the administration would prefer to ignore the incident as it vainly struggles to revive the moribund peace process and dangles before the Palestinians the prospect of a divided or internationalized Jerusalem, where, of course, holy sites would be protected and full access guaranteed.

I spoke yesterday with Dore Gold, former Israeli ambassador to the United Nations and an adviser to multiple Israeli governments. He told me, “What makes the attack all the more glaring on the issue of Jerusalem is the comparison of all the reports about religious freedom in the Old City on Good Friday and Easter. Jerusalem works — only those who want to divide the city will undermine the freedom that Jerusalem now enjoys.” Indeed, under Israeli control, freedom of worship is protected. When the Arabs controlled the city, it was a different story:

After the Jewish Quarter of Jerusalem was captured, the destruction, desecration and systematic looting of Jewish sites began and continued. 57 ancient synagogues (the oldest dated to the 13th century), libraries and centers of religious study were ransacked and 12 were totally and deliberately destroyed. Those that remained standing were defaced, used for housing of both people and animals. The city’s foremost Jewish shrine, the Western Wall, became a slum. Appeals were made to the United Nations and in the international community to declare the Old City to be an ‘open city’ and stop this destruction, but there was no response. This condition continued until Jordan lost control of Jerusalem in June 1967.

On the Mount of Olives, the Jordanian Arabs removed 38,000 tombstones from the ancient cemetery and used them as paving stones for roads and as construction material in Jordanian Army camps, including use as latrines. When the area was recaptured by Israel in 1967, graves were found open with the bones scattered. Parts of the cemetery were converted into parking lots, a filling station, and an asphalt road was built to cut through it. The Intercontinental Hotel was built at the top of the cemetery. Sadar Khalil, appointed by the Jordanian government as the official caretaker of the cemetery, built his home on the grounds using the stones robbed from graves. In 1967, the press published extensive photos documenting that Jewish gravestones were found in Jordanian Army camps, such as El Azariya, as well as in Palestinian walkways, steps, bathrooms, and pavement.

Gold also dismissed the notion that the victims were to blame for the shootings. “In the case of Joseph’s Tomb, perhaps the Breslaver Hassidim did not coordinate their visit, but that might be a basis for detaining them for a few minutes to ask some questions and letting them continue — but that is no basis for killing them,” he said. Moreover, he reminded me that the Palestinians’ behavior is contrary to international agreements. He observed that “the Palestinians undertook to protect ‘free, unimpeded and secure access’ to Jewish holy sites in the West Bank, including Joseph’s Tomb. The international community expects us or anyone else to rely on them for protecting Jerusalem? This is before they re-engage with Hamas!”

Indeed, experience and facts keep getting in the way of the Obama administration’s Middle East peace process. Murder, incitement to violence and the Palestinians’ continued violation of their own existing obligations suggest we are not on the cusp of a new era of Middle East peace. Could it be that building mother-in-law apartments in East Jerusalem isn’t the root of the problem?

Murder at Tomb Illustrates the Future of Jewish Holy Sites in a Palestinian State

Jonathan S. Tobin
Commentary/Contentions
24 April '11

http://www.commentarymagazine.com/2011/04/24/murder-at-tomb-illustrates-the-future-of-jewish-holy-sites-in-a-palestinian-state/

Today’s (Sunday's) attack on Jewish worshippers at Joseph’s Tomb in Nablus needs to be understood as something more significant than just another unfortunate instance of violence between Jews and Arabs. It is nothing less than a warning of what will happen once Palestinians achieve full sovereignty, as the Obama administration appears to be demanding, over all of the West Bank.

The incident occurred when a group of religious Jews, members of the Breslov hasidic sect visited the Jewish holy site this morning unaccompanied by Israeli soldiers. The tomb is located in the city of Nablus, a place that is completely under the control of the Palestinian Authority. Twice a month Israel coordinates a visit by those Israelis who wish to pray there but religious Jews believe, not without reason, that restricting Jewish worship at the site in this manner is wrong and often attempt to go on their own. But rather than merely accommodate the presence of a few Jews in an Arab city, the Palestinian Authority police attacked the group that arrived today, killing one and wounding two others.

That this crime was committed by a member of the Palestinian Authority’s own security forces — which have been trained and vouched for by the PA’s foreign donors such as the United States — is telling. Rather than keep the peace and root out the terrorists who are a threat to the safety of both Jews and Arabs, the PA police have yet again proven themselves to be a group that is willing to commit acts of terrorism themselves. There is, after all, a precedent for the PA police to act in this manner around Joseph’s Tomb. In 1996, six Israeli soldiers were killed during a Palestinian attack on the site. Four years later at the start of the second intifada in September 2000, PA policemen stormed the holy site that was at that time the home of a yeshiva. An Israeli soldier was killed in the assault after which a Palestinian mob sacked the Tomb, demolishing it and desecrating holy books and Torah scrolls.

Since then, the Tomb has been partially restored but Palestinian Authority leaders have continued to deny Judaism’s connection to the site in spite of the obviously Jewish nature of this historical site (for example, the Tomb is oriented north to south which is inconsistent with Muslim tombs that are located north of Mecca).

While foreign observers routinely refer to the PA and its security forces as being committed to peace, this incident illustrates the problem that Israel faces. With the PA itself continuing to allow its media to foment hatred of Jews and Israelis, it is little surprise that their policeman use the weapons they have been given to commit acts of violence rather than prevent them. The Jewish man who was murdered today happened to be the nephew of Limor Livnat, a minister in Israel’s current government. At his funeral she spoke the truth when she said that “He was murdered simply because he was Jewish.”

But his death is a tragedy that should remind us that future atrocities await Israel if the PA is allowed to become fully sovereign. It should be remembered that if the Obama administration has its way and Israel is forced to retreat to the 1949 armistice lines, even more Jewish holy places would be placed under their control. The PA’s clear policy is to deny the Jewish nature of virtually every sacred place in the country including the Temple Mount and Western Wall in Jerusalem. Those who believe that the PA can be trusted to guarantee free access and the right to worship in those areas where their police have unfettered control are kidding themselves. After all, although the West Bank is routinely referred to as being under Israeli occupation, today’s incident in Nablus highlights the fact that the PA police can murder Jews with impunity there with Israel being reduced to merely complaining about the crime after the fact.

Those who advocate the creation of more such no-go zones are setting Israel up not for a future of peace but one in which the Jewish heritage of the land will be erased and where blood will be spilled with impunity.

U.S.-Trained Palestinians in Shooting Spree

P. David Hornik
pajamasmedia.com
25 April '11

http://pajamasmedia.com/blog/palestinians-in-shooting-spree-u-s-trained/?singlepage=true

In the aftermath of yesterday's attack at Joseph's Tomb, Israeli MK Danny Danon calls on the U.S. to stop funding and training the PA security forces.

Since 2007 the U.S. has invested hundreds of millions of dollars in training and equipment for Palestinian Authority security forces. Reports of rampant torture in the prisons run by these forces, and warnings by Israeli military and other figures of the danger posed to Israel, have gone unheeded.

Early Sunday morning the danger grimly materialized. At least one PA policeman opened fire on a group of Israeli worshipers in Nablus in the West Bank, killing one and wounding four, including one seriously.

It appears to have been little short of an ambush. The worshipers, who were from the Breslav Hasidic sect, were driving back in a three-car convoy from Joseph’s Tomb in Nablus — a site where, according to Jewish tradition, the biblical Joseph is buried.

According to one report, the convoy:

… encountered a surprise checkpoint and [was] met with a hail of gunfire from a Palestinian jeep. The fire continued even after the vehicles turned back in an attempt to escape. Two of the three vehicles were hit.

As one of the Hasidim put it:

The police shot at the vehicles, they were screaming “Allahu Akbar.” It was crazy, they were shooting to kill. I screamed at the driver to drive out of there quickly.

The Hasid who was fatally hit was Ben Yosef Livnat, 25, married with four children, and nephew of Israeli Minister of Culture Limor Livnat. Eulogizing him at his funeral the same day, she said:

My brother’s son was murdered by a terrorist masked as a Palestinian police officer.

Shortly after the attack a crowd of Palestinian youths set fire to Joseph’s Tomb (report and video here). It was hardly the first time, the tomb having been burned to the ground by a Palestinian mob in a famous incident in 2000, early in the Second Intifada, and desecrated many times since then including with graffiti drawings of swastikas.

Among the reactions by Israeli politicians, Defense Minister Ehud Barak said the fact that the worshipers did not coordinate the visit with the Israeli army could hardly justify the attack, and demanded that the PA swiftly investigate it and punish the perpetrator(s). Based on the PA’s record going back to the days of its former Chairman Yasser Arafat, it’s impossible to be optimistic.

Member of Knesset Danny Danon:

… called on the U.S. to reconsider its funding of the Palestinian security forces, as well as the training exercises that it does with them. He passed this request on to Ileana Ros-Lehtinen (R-FL), Chairman of the U.S. House Foreign Affairs Committee.

This incident comes at a time of mounting terror and brutality both in Israel and the region as a whole. Since last month Israel has witnessed the Itamar massacre of five members of a family, a bombing of a Jerusalem bus stop that killed a tourist and wounded about 50 other people, and numerous projectile attacks from Gaza including the firing of an antitank rocket at a school bus that killed a 16-year-old Israeli boy.

In the region, severe violence particularly in Syria and Libya has been grabbing headlines. Although many Westerners react by supporting “rebels,” reports of repression and strengthened extremism in Egypt suggest that merely replacing one Middle Eastern regime with another hardly guarantees the flowering of democracy.

The Middle East indeed poses difficult dilemmas for the West, but the chances of avoiding mistaken policies are higher if it is understood that violence and repression are endemic to the region for deep-seated cultural reasons. In that light, for instance, the U.S. and its European allies might have thought twice before jumping in to support Libyan “rebels” who are no less barbaric than the regime they hate.

But whereas Western forces eventually leave hotspots like Afghanistan, Iraq, and Libya, Israel is in the Middle East to stay, and has to live for a long time with its own and others’ blunders. To Israelis who are more attuned to the region and less to Western hopes and visions, it has seemed all along that building a Palestinian military force is one such blunder — especially when such a force is eventually supposed to assume security responsibility in a sovereign state squeezing Israel into indefensible borders.

While it would be nice to see Sunday’s murderous incident as a fluke, again, an awareness of the Palestinian culture of extreme anti-Israeli and anti-Semitic incitement suggests the opposite. In fact, in another incident last year an Israeli soldier was stabbed to death by a PA police officer, and the Second Intifada began when a Palestinian officer shot his Israeli counterpart dead on a joint patrol — amid other such cases.

It’s to be hoped that MK Danon’s initiative to get Congress aware of the problem will bear fruit.

Hamas and Fatah Take Their War to Hospitals

Khaled Abu Toameh
Hudson New York
21 January '11

http://www.hudson-ny.org/1819/hamas-fatah-war-hospitals

Palestinian patients in the Gaza Strip have become the latest victims of the ongoing power struggle between the two Palestinian governments of Fatah and Hamas.

Until recently, the two governments used to blame Israel for the shortage of various types of medicine in the Gaza Strip: spokesmen for the Hamas and Fatah governments claimed that the Israeli blockade of the Gaza Strip was depriving the ill of many badly-needed medicines.

This week, the two rival Palestinian governments held each other -- not Israel -- responsible for the health crisis in the Gaza Strip.

The Palestinian government in the West Bank, headed by Prime Minister Salam Fayyad, announced that Hamas had been stealing or hiding most of the medicine that was sent to the Gaza Strip. Many Palestinians are believed to have died because of the lack of drugs and medical equipment.

According to the Fayyad government, Hamas militiamen have been confiscating shipments of medical supplies donated by the international communities and later offering the medical supplies for sale.

The medical supplies are sent first to the West Bank, where the Fayyad government is responsible for distributing them to Palestinians, including those living in the Gaza Strip.

Some Palestinians residents of the Gaza Strip and Western aid workers have confirmed the Fayyad government's allegations, saying that Hamas has indeed been confiscating most of the medical supplies that are sent from the West Bank – putting the lives of many patients at risk.

Hamas, for its part, has retorted by leveling similar charges against the Fayyad government. According to Hamas spokesmen, if anyone is to blame for the severe crisis in the Gaza Strip's hospitals and clinics it is the Fayyad government.

Hamas claims that the Fayyad government has been using the medicine to "blackmail" Palestinians in the Gaza Strip in a bid to undermine the Islamic movement's regime.

A spokesman for the Hamas-controlled Ministry of Health in the Gaza Strip accused Fayyad and Palestinian Authority President Mahmoud Abbas of using medical supplies as a tool to fight Hamas and punish Palestinians in the Gaza Strip.

Palestinians have paid a heavy price because of the continued power struggle between their two governments – a dispute that has claimed the lives of hundreds of Palestinians over the past three and a half years.

Hamas and Fatah have been fighting their war on many fronts – at universities, colleges, mosques, labor unions, media outlets and detention centers.

In the West Bank, Palestinian security forces arrest almost every day countless people on suspicion of being affiliated with Hamas. In the Gaza Strip, Hamas has also been cracking down on Fatah, throwing many of the faction's supporters into prison.

Now it seems that Hamas and Fatah have decided to take their battle to a new front: hospitals and clinics. Palestinian patients have become the new victims of the dispute between the two sides.

Allegations of West Bank torture increase

Tobias Buck
The Financial Times

Posted before Shabbat

Naiema Abu Ayyash’s worst fears were confirmed this month when she finally managed to visit her husband in Jericho prison.

Badr Abu Ayyash, 42, a farmer and local politician in the West Bank, was arrested by the Palestinian Authority’s Preventive Security unit on September 14. Aside from two brief and apparently supervised phone calls, his family was denied all contact with him.

“He looked very different,” said Ms Abu Ayyash, a mother of four. “He could hardly walk. He had difficulty breathing and was very thin. When he shook my hand, I noticed that he had no strength at all.”

She has no doubt her husband was tortured. “I started screaming at the officer: ‘What are you doing to him?”’ Her pleas fell on deaf ears. After a few cursory exchanges, her husband was led back to his cell.

According to former inmates and activists familiar with Palestinian prisons, Ms Abu Ayyash has every reason to be worried. They say prisoners affiliated with the Islamist Hamas movement, which runs the Gaza Strip, are beaten regularly and deprived of medicine and basic comforts such as blankets and mattresses.

General Accountability Office Report Worries: Does The U.S. Training Palestinian Soldiers Lead to Peace or War

Barry Rubin
The Rubin Report
16 May '10

The Government Accountability Office (GAO) issues reports that rarely make headlines yet analyze as objectively as possible U.S. government programs. These reports are long (the one on the Palestinian Authority is 60 pages) and detailed. In other words, not many people will read them. Too bad.

One new report is "Palestinian Authority: U.S. Assistance Is Training and EquippingSecurity Forces, but the Program Needs to Measure Progress and Faces Logistical Constraints." GAO-10-505, May 11. It recounts that the United States has spent $400 million to train, equip, and build facilities for PA security forces. Five battalions have already been trained and six more will be so in future. All the equipment supplied is non-lethal. U.S. money is also being used to create a Strategic Planning Directorate in the Palestinian ministry of interior.

There are some good reasons for this program, of course. Increasing the PA's ability to defeat any Hamas overthrow attempt is important, and a better PA security force can maintain order, thus allowing improvements in living standards and--in theory--lay a basis for peace.

Yet there are also considerable risks. The report says that the U.S. agencies "have not established clear and measurable outcome-based performance indicators" to assess progress. What's most important is that these relate to anything positive coming from the program:

"Targets they set to measure progress...focus on specific program outputs, such as the number of battalions or personnel trained and equipped, rather than on broader program outcomes such as helping the PA meet its Roadmap obligations to achieve the transformation of its security sector and create a professional, right-sized" security force.

What does this mean? Simply that there's no evidence that training is producing security forces more likely to block terrorism against Israel, repress (rather than join!) radical elements, or obey any orders from moderate Palestinian politicians (if they were ever to give such orders).

Let's face it: U.S.-trained forces are most likely to use their training and equipment in future to fight Israel in a third intifada than to use their power to assist a compromise negotiated settlement.
