Bar-Ilan Address – Autonomous Or Sovereign State?

In the 14 June 2009 Address by Prime Minister Benjamin Netanyahu at the Begin-Sadat (BESA) Center for Strategic Studies, Bar-Ilan University, Mr. Netanyahu described the security requirement for a Palestinian state as follows:

"The second principle is: demilitarization. The territory under Palestinian control must be demilitarized with ironclad security provisions for Israel."

At the time, MKs and even ministers in his party suggested that it is virtually impossible to have "ironclad security provisions" if a Palestinian state is truly a sovereign state.

Why not?

Because even if a sovereign Palestinian state was actually created as a result of an agreement that included security provisions that on paper sounded workable, that Palestinian state would continue to be a sovereign state even if it opted to renege on the agreement.

So much for "ironclad".

There were, of course, those who opted to ignore this fundamental problem and still saw the Bar Ilan Address as an endorsement of a truly sovereign state.

This week Mr. Netanyahu tightened the requirement.

Two-State Bar-Ilan Address - Also When Pigs Fly

An interesting variant on a number of recent polls and posts which we've entitled "When pigs can fly" is the restating once again of PM Netanyahu's stand on Two-State Bar-Ilan Address.

With the recent polls there has been a consistent ignoring in the headlines of results of what were the conditions behind the question asked. The possibility of those conditions being met as a basis for the question, naturally led to these questions being titled "When pigs can fly".

Which brings to mind the Bar-Ilan Address. This from Dr. Aaron Lerner of IMRA:

The troubling single dimensional approach of PM Netanyahu’s Bar Ilan address

Prime Minister Binyamin Netanyahu and his team frequently cite his 14 June 2009 speech at the Begin-Sadat Center at Bar-Ilan University as his definitive policy statement.

So, in search of a better understanding of what Mr. Netanyahu ‘s goals are, I went back to review at the text he invested so much effort to prepare.

So here’s what he says about Judea and Samaria:

“Judea and Samaria – the places where Abraham and Isaac and Jacob, David and Solomon, and Isaiah and Jeremiah lived – are not alien to us. This is the land of our forefathers.”

And so?

Will this connection have any weight in policy making?

Will policy reflect, for example, our tremendous national connection to the Cave of the Patriarchs in Hebron?

Consider this critical passage from Prime Minister Netanyahu’s presentation:

“I have come tonight to give expression to that unity, and to the principles of peace and security on which there is broad agreement within Israeli society. These are the principles that guide our policy, a policy that must take into account the international situation that has recently developed. We must recognize this reality and at the same time stand firmly on those principles essential for Israel.”
