There are many Arabs who came from pre-1967 Israel in the West Bank. What's the concern here? That some, under current Israeli law , might have the right to go to pre-1967 Israel? How many? Under some kind of international refugee law?? Is such a declaration worth anything anyway? Is it a desire not to add more Arabs to the area west of the Jordan? Is it anything?
